States pressed to fix local water systems
American cities — including state capitals — are responsible for their own water systems. But when cities can’t afford to make urgently needed repairs, some states are stepping beyond their traditional roles to help finance upgrades to the nation’s aging water infrastructure.

Douglas boys cross country team returns quality runners
WINSTON - The turnout for Douglas High cross country is small, but there's some quality among the mix.
Senior Zeke James and junior Brad Ferner both return after qualifying for the Class 4A state meet last season. James, who finished fifth at the Far West League district race, placed 47th, and Ferner finished 69th following an 11th-place district effort.
"Zeke will have to be on his 'A' game to keep Brad off of him," said Douglas coach Craig Anderson. "Brad is going to be the one to watch. He took part in a running league in Eugene and ran in two marathons this summer, and looks good."
Junior Austin Baker, who placed third in the 400 meters at the 4A state track and field meet last spring, is another returnee. Junior Austin Hunt and freshman Devin Ferner give the Trojans a full team.
Devin Ferner will divide his time between soccer and cross country this fall, while Hunt will participate in football and cross country.

More than that, the rivers have clearly formed deep channels in our consciousness and culture. We were reminded of that recently as we put together our annual Umpqua Edition.
We make a point of reflecting on what resonates with readers as we choose each theme for the yearly special section. This summer's selection almost nominated itself.
Earlier in the year we printed a series of stories based on a poll that was constructed along the lines of a March Madness grid. Our goal was simple. We as
